Ensuring Equity and Accountability in Fiscal Federalism
Myanmar’s abundant natural resources have historically fueled conflict, centralized military power, and deep grievances among ethnic communities. IPSJ works to transform this legacy by promoting transparent, equitable, and accountable natural resource governance within a federal framework. We provide legal and technical advisory support to federal, state, and interim governance actors on resource management policies, fiscal federalism, and revenue-sharing arrangements, drawing on international best practices while remaining grounded in local realities. Through applied research, policy development, capacity building, and community engagement, IPSJ supports governance systems that respect community rights, ensure fair revenue distribution, and establish effective oversight mechanisms to prevent corruption and exploitation. This work addresses immediate governance needs in liberated areas while laying the long-term economic foundations for a peaceful and democratic federal union. Transparent resource governance, when established early, helps prevent future conflict and build political legitimacy and shared prosperity.
