Institute for Peace and Social Justice – IPSJ

Established in 2011, the Institute for Peace and Social Justice (IPSJ) is an independent, rights-based, policy and action-oriented institution dedicated to advancing federal democracy, human rights, rule of law and inclusive governance in Myanmar. We believe that sustainable democratic transformation depends on resilient civic institutions and equitable governance systems that remain strictly accountable to the people.

IPSJ evolved from early border-based activism into a national presence inside Myanmar, where it led transformative civic education, policy advocacy, and community empowerment across diverse sectors and regions. Following the 2021 military coup, we demonstrated institutional agility by rapidly pivoting to a decentralized, cross-border operational model. This resilience ensures we continue to safeguard democratic space and support civil society actors even within the most repressive and high-risk environments.

Today, based in Thailand, IPSJ serves as a strategic research and policy hub, convener, and facilitation platform connecting grassroots actors, civil society, and emerging governance structures. Through applied research, inclusive dialogue, and targeted technical support, IPSJ strengthens democratic and climate-resilient institutions within a federal framework. By translating evidence into practical action, IPSJ empowers diverse stakeholders to reform justice systems, strengthen local governance, and promote inter-ethnic cooperation—contributing to a peaceful, accountable, and inclusive future for Myanmar.

Myanmar’s democratic transition requires more than activism or humanitarian response—it demands trusted spaces for dialogue, credible policy solutions, and institutions capable of managing diversity, conflict, and shared resources. IPSJ fills a strategic gap in this ecosystem.

IPSJ operates at the intersection of political, ethnic, civic, and academic spheres, enabling engagement across constituencies that rarely meet in one space. As an independent and non-partisan institution, IPSJ serves as a neutral convener for sensitive political and inter-ethnic dialogues—particularly on federal governance, justice reform, resource sharing, and conflict resolution.

By combining applied research, constitutional and legal expertise, and grassroots engagement, IPSJ supports locally grounded yet nationally coherent approaches to democratic transition.

IPSJ’s work is guided by an approach of Progressive Development—a step-by-step, participatory, and inclusive pathway toward lasting peace and democracy. We believe that meaningful transformation in Myanmar cannot be imposed or rushed but must emerge through locally owned processes that build trust, capacity, and accountable institutions over time.

Our approach focuses on three interlinked transformations:

  • Democratic Governance & Human Rights: Restoring the foundations of freedom and ensuring institutions are accountable to the people.
  • A Culture of Dialogue & Peace: Cultivating inclusive platforms where diverse stakeholders can resolve conflict through mutual respect.
  • Equitable Resource & Climate Governance: Establishing sustainable systems for natural resource management and climate resilience within a federal framework.
