Recognizing the urgent need for functional governance in liberated and contested areas, IPSJ bridges the gap between theoretical federalism and real-world administration. Through applied research, advanced training, and technical assistance, we support institutional design, legal frameworks, and local governance “blueprints” that enable emerging authorities and communities to deliver services, manage resources, and govern inclusively. This work lays the foundation for bottom-up federalism grounded in local ownership and accountability.
