Building the Foundations of Decentralized and Inclusive Governance
A sustainable federal democracy requires functioning local governance institutions that are accountable, inclusive, and responsive to community needs. IPSJ advances both the understanding and practical implementation of federal governance systems tailored to Myanmar’s diverse political and ethnic landscape, with particular attention to decentralization, power-sharing, fiscal federalism, and citizen participation.
Recognizing the urgent need for functional governance in liberated and contested areas, IPSJ bridges the gap between theoretical federalism and real-world administration. Through applied research, advanced training, and technical assistance, we support institutional design, legal frameworks, and local governance “blueprints” that enable emerging authorities and communities to deliver services, manage resources, and govern inclusively. This work lays the foundation for bottom-up federalism grounded in local ownership and accountability.
