Designing Durable Frameworks for Federal Democracy

Constitutional reform lies at the heart of Myanmar’s federal democratic transition. IPSJ provides technical assistance, policy research, and expert advisory support on constitutional design, review, and reform at federal, state, and local levels. Drawing on comparative constitutional experience and inclusive consultation, we work with political actors, ethnic stakeholders, and civil society to develop constitutional frameworks that protect human rights, recognize diversity, and prevent the re-centralization of authoritarian power. Through dialogue facilitation, policy workshops, and direct engagement with constitutional drafters, IPSJ helps bridge diverse perspectives and build consensus on sensitive issues such as power-sharing, minority rights, resource distribution, and institutional accountability. We emphasize participatory and negotiated processes, recognizing that sustainable constitutional arrangements must be locally owned and politically legitimate. This work contributes to establishing the legal foundations for a federal democracy capable of delivering lasting peace, justice, and stability.
