
Executive Summary
As of February 2026, Myanmar’s revolutionary forces have reached a strategic crossroads. Military momentum alone will not deliver a decisive victory: external actors and the Junta’s
technical advantages sustain a “hybrid trap” that risks freezing the conflict. To secure lasting change and international legitimacy, the revolution must pivot from military struggle to credible federal governance. This Policy Brief outlines the necessary steps to transform battlefield gains into sustainable statehood, focusing on administrative authority, economic resource management, and innovative diplomacy. The recommendations herein provide a dual-track roadmap: build functional federal statehoods locally while unifying national leadership to achieve full replacement of the military regime.
