About Us Angelyn Flowers, JD,Ph.D Dr. Flowers is the Director of the Homeland Security/ Emergency Management Division's National Legal Preparedness Project within the Institute for Public Safety & Justice. Other positions previously held at the University include: Professor of criminal justice, Co-Director of the Institute for Public Safety and Justice, Chairperson of the Department of Criminal Justice, Executive Assistant to the President, and Assistant General Counsel. Her teaching and research interests encompass the areas of: constitutional law, terrorism, research and evaluation methods, public policy issues, and computer-based modeling and simulations. Dr. Flowers is a member of the Homeland Security and Emergency Management Committee of the American Bar Association’s State and Local Government Section. Dr. Flowers earned her B.A. in Broadcast Management at Howard University, a J.D. from Georgetown University Law Center, and a PhD in Interdisciplinary Studies from Commonwealth Open University. She is admitted to practice before the Bar of the District of Columbia, the U.S. District Court of Appeals for the D.C. Circuit, and the United States Supreme Court.
