About Us

The Institute for Public Safety and Justice's Homeland Security/ Emergency Management Division- National Legal Preparedness Project is the product of a cooperative agreement between the University of the District of Columbia and the Department of Homeland Security's (DHS) Federal Emergency Management Agency (FEMA).

It is one of 12 projects funded as part of the Department of Homeland Security's 2007 Cooperative Training Grants Program to provide a national scope training program for one of five designated focus areas.

The Homeland Security/ Emergency Management Division- National Legal Preparedness Project was the only recipient selected in the "legal issues in preparation, response, and recovery" category and is a joint project of the Institute for Public Safety & Justice at the University of the District of Columbia.

Purpose

The Homeland Security/ Emergency Management Division- National Legal Preparedness Project addresses the legal issues relating to preparation, response, and recovery from terrorist incidents and catastrophic events.

This program will fill a gap in the nations’ innovative training programs addressing high priority national homeland security training needs.

Mission

Tremendous strides have been made over the past few years to increase the nation's readiness capacity to confront an array of threats. Whether natural, accidental, or deliberately inflicted, there is an ongoing necessity to ensure that our laws keep pace with potential threats.

From issues involving the legality of a mandatory evacuation order, the seizure of private property to secure a buffer zone, or the quarantine of individuals or groups; homeland security presents unique legal issues for the state and local officials.

The Homeland Security/ Emergency Management Division- National Legal Preparedness Project will develop and deliver training initiatives that are national in scope and further the mission of the Department of Homeland Security, namely to prevent, protect against, respond to, and recover from incidents of terrorism and catastrophic events.
